Welcome to Over The Rainbow Child Development Center

The overall purpose of our center is to provide a safe learning environment for our children. We will schedule activities that enhance physical, intellectual, and social growth. We want each child to have a positive self-concept and be confident in exploring and trying new things. 

 Our employees pride themselves on being educated in Child Development to ensure that each one of their students reach his / her full potential. We are a family owned and operated center that cares for 99 children ages 6 weeks to 12 years old.

DHS Compliance file and DHS licensing requirements book are always located by the front door inside the colored holders hanging on wall for all parents to see.

Days and Hours of Operation

Monday - Friday 6:00 am to 6:00 pm

The facility will close for the following holidays. Parents will be notified in writing if any changes need to be made: 
  • New Year’s Day
  • Memorial Day
  • Independence Day
  • Labor Day 
  • Thanksgiving Day 
  • Day after Thanksgiving
  • Christmas Eve
  • Christmas Day 
Snow and inclement weather closures: If Mid-Del Schools close then we will close: If schools are closed more than one day then we will notify parents by text or phone on whether it is safe for us to reopen. Keep new phone numbers updated to ensure you are contacted.

Payments

(All payments and fees are non-refundable)

We accept money orders and checks. All checks need to be made out to Over the Rainbow.
  • Place inside envelope with name and amount written on envelope
  • Put envelope in Black Drop Box by front door
Co-payments and payments due date and fees
  • All DHS or tribal co-payments: are due on the first working day of the month
    • After the 5th of the month, a late charge will be charged at $5.00 a day
    • After the 10th of the month, child can no longer attend until co-payment and late fees are paid in full
  • Cash payer parents: Payments are due on in advance and are due on Monday
    • If payment is not received before Tuesday a late charge of $5.00 a day will be charged
    • If payment is not received before Wednesday, we will not accept the child until payment is caught up
  • Late fees: Each child is allowed to be here no longer than 10 hours a day. After the 10 hour allotted time a $1.00 a minute per child late charge will be charged and due with tuition
  • Late fees: The center closes at 6:00 pm if children are left after closing then a $1.00 a minute per child will be charged and due to the teacher who had to stay not the center. The child cannot return until the teacher has been paid for her time
  • Return check: A $25.00 service charge will be added for any return check. After one return check only cash or cashier check will be accepted as payment
  • Enrollment fees: There is no enrollment fee at this time

Attendance

  • All children need to arrive no later than 10:00 a.m... If you arrive after 10:00 a.m. your child will not be allowed in for the day. We operate on schedules for our students and when they arrive late it throws their entire day off schedule
  • Children absent (3) consecutive days without contacting the facility will be dropped from the role
  • Vacation time: Parents are allowed one (1) week vacation time without tuition being owed with notice
  • Parents with subsidy assistance (EBT) will be responsible to swipe child in and out daily. If a day is missed the parent will be charged the amount lost for the day. If the parent forgets the card the parent must pay $25 for the child to stay. We will be returned when the day is swiped in

Sick Policy

  • For the good of your child and in fairness to other children and their parents, you are required to keep your child out of the center if he/she shows symptoms of illness. We know how difficult it is for you to miss work but we do not have the provisions to care for ill children
  • If child becomes ill while in our care we will notify the parent. If we cannot reach the parent we will call emergency numbers until someone is notified. If child is off campus at time of illness the center will be notified and someone will return the child to the center as soon as possible for you to pick up. Once notified of your child becoming ill at the center your child needs to be picked up within one hour. To help control exposure and to ensure your child does not suffer for too long without medical attention or medication
  • Symptoms that are cause for keeping your child home are: Fever, vomiting, diarrhea, difficulty breathing, uncontrolled coughing, unidentified rash, swollen glands, heavy nasal discharge, ear ache and any other contagious conditions. Child must be 24 hours free of symptoms without needing medication to be able to return to the center. So if child is sent home they cannot return the next day since they had symptoms the day before. Please allow them time to recover
  • Head Lice: a monthly head inspection on all students is done inside our classrooms. If child is found to have lice the child will be sent home and cannot return until proof of treatment and head is free of all live lice. Child will be checked daily for any new occurrences until completely gone. All classrooms will be treated and all parents notified of exposure but following a strict confidentiality policy 
  • Asthma: needs to be under control and treated in order to attend
  • Ring worms: must be treated and area covered to attend
  • Strep throat: needs to be treated and have a doctor’s release
  • Flu: treated and has doctor’s release
  • Pink eye: needs to be treated and completely gone to attend or have a doctor statement with release
  • Parents need to inform us with 24 hours or the next business day after the child or any member of the immediate household has developed any reportable communicable disease as defined by the State Health Department, except for life threatening diseases that need to be reported immediately. After notification, all parents in the center will be notified in writing or by phone still maintaining a strict confidentiality procedures. The following are examples of illnesses where the child cannot return until they are treated and have a doctor’s release to attend
    • Chicken pox, impetigo, Hepatitis A, B, C, mouth Sores, shingles, Pertussis/Whooping Cough, RSV, Mumps, Measles, Rubella or any other contagious illnesses

Medication Policy

  • If your child is taking medication, you must fill out a medication form located inside yellow binder for the medication you need us to administer and medication needs to given to Ms. Kim or Ms. Joy to be safely stored
  • All medications must be brought to the center in its original container with the prescription label and dosage instructions attached
  • The parent needs to sign the medication log with the last dosage given at home and initial
  • We need written authorization signed by the doctor to administer medication on a routine long term bases, (i.e. Ritalin, Methylphenidate, Intal, Proventil, cough syrups, etc)
  • When the authorization for medication expires, the parent shall be notified that the medication needs to picked up within 14 days or parent needs to renew authorization. After the 14 days the medication will be disposed of by the center by either dissolving the medication down the sink or flushing it down the toilet or for controlled medications it will be turned over to a pharmacy for proper disposal 
  • All over the counter drugs and skin products (sunscreen, bug repellent, diaper ointment and lotion) shall be used in accordance with the manufacturer’s recommendations.
    • They shall not be kept or used beyond the expiration date
    • Parents will provide any and all medicines and skin products to be used and sign a written authorization, noting any adverse reactions
    • All medications and skin products must be in original packaging and have child’s name written on it
    • We will keep a written log of when insect repellent and diaper ointment is used that includes child’s name, date of use, frequency of applications any adverse reactions

Allergies

  • We need documentation from the doctor if your child has a known allergy that requires special provisions to ensure his / her safety
  • Bleach is used daily in this center for infection control. It is used to sanitize toys, diaper changers, dishes, and tables

Child Pick Up and Drop Off 

  • All parents need to come to main building to clock children in and out. Once parents have clocked the child in or out, then they may go to the child’s classroom
  • The only access is through the main entrance of the main building not the individual suites or side doors. We will keep all doors locked during business hours for the safety of our children
  • You are to walk your children into the building. Do not drop them off at the front door. You are responsible for your own child until the teacher has them in their classroom 
  • Your child will remain in their classroom until you are done clocking in and out. You will need to come to the child’s classroom to pick them up
  • Pick up Permission Safety Precautions:  
    • Your child will only be released to you or someone on your pick up list 
    • If you need someone else to pick up your child, you need to tell the teacher or director when you drop off in the morning
    • If you call to tell us, make sure you call from a recognizable number on your file so we can verify it is you calling us
    • We will need to fill a “pick up permission” paper out and have a signature
    • Make sure anyone picking your child up brings their ID with them. The teacher will check ID and have the person sign the child out

Meals and Food

Breakfast — 7:00 am to 8:00 am                            
AM Snack — 9:30 am
Lunch — 11:00 am
PM Snacks — 3:00 pm and Schoolkids 4:00 pm                                    
  • Monthly menus are posted on Parent Board in front and in all classrooms
  • In addition to a hot, balanced breakfast and lunch a morning and afternoon snack is provided
  • All meals meet the “Child Care Food Program Standards”
  • Childcare State Standards require that no food leave, nor be brought into the facility, so please do not bring your child into the facility with food. They will have to dispose of it and it will cause unneeded stress on your child
  • We do not accept food from home and menu exceptions can only be made when it is medically necessary
  • We do encourage each child to try all foods that are on their plates and are permitted to have second helpings of the foods they like. While at the table, our children are shown and encouraged to use proper table manners and respect for each other
  • Infant parents: Parents need to provide infant formula and bottles that are labeled with child’s name and date. The center will provide all food and snacks for infants over 4 months old
  • While on field trips we will still provide nutritious meals for our students. Please do not bring sack lunches on field trip days

Transportation and Field Trips

  • Transportation is provided to area schools and on field trips. Any student who does not follow the rules on the van will not be allowed to ride anymore
  • Transportation is a service provided for convenience by the facility and that supplying this service in no way imposes any responsibility or obligation upon the facility
  • If we just pick your children up from school and your children are not at school please call the center so we know not to look for the child. If the child does not get picked up by us we will notify you
  • Bad weather: it is up to the discretion of Joy and Kim whether or not we will drive on icy roads. If you want your children to attend school that day you will be responsible to drop off and pick up for that day. Your car is easier to control than the tall van on icy roads. We will never put children in danger
  • All parents will be informed in writing when their child will be leaving the center on fieldtrips. A written permission form will need to be on file in order for your child to participate in field trips
  • Field trips are a privilege and at any time any child not showing appropriate behavior in the center or while out of the center will lose this privilege a written notification will be sent to parents
  • Field trips are scheduled with times so if your children arrive after departure of the field trip van, they will stay at the center and be merged into another classroom

Behavior Correction Plan

  •  By maintaining a few simple rules and examining situations from more than just a behavior point of view, we feel we will be able to help all the children adjust to a group experience easily. The method of behavior correction that we will use is as follows. 
    • 1. Observe situations that lead to problems
    • 2. Oral reprimand to correct behavior
    • 3. Remove the child from the group if warning is ignored
    • 4. Bring the child back to the group after explaining to him/ her why he/she was removed
    • 5. Bring the child to the Director or Owner if unacceptable behavior persists
    • 6. Discuss behavior with parent if deemed necessary
Fighting or Bullying Discipline Actions
    • 7. Second offense of fighting or bullying after discussing with the parent will result in two days suspension
    • 8. Third offense of fighting or bullying will result in termination of child’s position.  
  • For the safety of all children we will not tolerate fighting or bullying in our center. I do not take sides. Both parties are responsible for their own actions. The consequences will be individualized and weigh heavily on how many warnings each child was given
  • We expect support from each parent when we are experiencing discipline problems. Any child who persistently fails to respond to the method of discipline we adhere to may be dis-enrolled. Parents must understand that these situations are disruptive to the other children and classroom effectiveness. We have found that there are some children who benefit from a smaller ratio environment. Be assured that we will make every effort to help the child adjust before taking any steps to dis-enroll. We may remove child from certain classrooms or certain classmates to help control the disruptions

Health and Safety Issues

  • We must maintain up to date immunization record on all children. When your child receives new shots please update your immunization record in our files 
  • Any injury that happens at home needs to be reported to the teacher so they can note it in the morning Health Check so we can keep an eye on the child
  • Any injury that occurs on our premises or while off premises will have an incident / accident report filled out by the teacher. We will notify parents immediately for injuries that are more serious or if need medical attention. The incident/accident forms are filed at the center and the original will be placed on the front counter for the parent to pick up
  • Poison exposure: If any child on-site or off-site is exposed to a poison or chemical we will notify the Poison Control Center at 800-222-1222. We will follow their directions on what needs to be done whether transporting to hospital or if we are able to do it ourselves. Once the child is safe or in the care of another, we will notify the parent
  • Emergency plan: We have several copies of our emergency preparedness plan available for our parents to view in the office and on front counter
    • Fire drills are conducted monthly to ensure the safe escape of all children. In case of a fire the children are evacuated to the classrooms next door. After everyone is accounted for parents will be notified
    • Tornado drills are conducted monthly during tornado season (March-June) and quarterly during the rest of the year
    • All children will return to main building and duck and cover in classrooms 1 and 2 in the middle of the center. It is better to leave your child at the center and contact us after the weather has passed or pick up before storms are on top of us
    • When sirens sound, we will go on lock down and no children will be released until threat is over
    • If we are in path we will evacuate to our shelters (one located behind main center and second located behind suite E). Shelters are for the children and teachers only
  • Earthquake drills are performed monthly 
    • Children will remain in the building and take cover under sturdy tables inside their classrooms
  • Emergency evacuation plan: this includes but not limited to terrorist attack, explosions, power outages, water outage, wild fires, tornado damage:  
    • Depending on the location and reason for the evacuation being called will depend on where we go. We will evacuate to the closest Metropolitan Library in the opposite direction of disaster. We will notify all parents when we arrive to safety. Please keep your current information updated so we can contact you when we are safely evacuated

  • A daily health check is done on the children every morning noting how the child looks and feels and any bruising or marking on the child. If child is acting out of their norm, we also note throughout the day how the child eats and acts. This helps the parents and teachers in noticing changes in behavior due to illness or something more serious  
  • Child abuse reporting: As childcare professionals we will always be a protector of children. We will report any suspected abuse, including physical abuse, sexual abuse, sex trafficking, verbal abuse or neglect in order to protect the children

Personal Items

  • Every child here will be assigned a cubby to keep their personal items separate from others
  • Every child must have a clean set of clothes and a package of baby wipes in their cubby for accidents
  • All articles of clothing including hats, gloves, coats, and extra clothes need to have child’s name written in them
  • We are not responsible for lost, broken, or misplaced items such as jewelry or toys brought from home. So please make sure your child does not bring these items to the center
  • Parents are responsible to provide diapers or pull ups with the child’s initials on them. If we have to provide them for your child you will owe the center $1.00 for each diaper or pull up used
  • Infant parents are responsible for all bottles, formula, diapers, ointment, and baby wipes

Parent Conferences

  • Conferences and communications are extremely important for both parents and the teachers. Anytime you have questions or inquiries, please feel free to ask. We do reserve the right to call a conference with any of our parents concerning the progress, behavior, adjustment, etc. of their child. The better the communications the better childcare service
  • We always reserve the months of October and April as our conference months for our entire program. While we offer these scheduled opportunities twice a year to discuss the progress of the children we welcome the opportunity to meet with parents at any time

Curriculum

  •  We feel that environment is important in the learning process. Our classrooms are small and personalized by the individual teacher and children in that class
  • Our educational program consists of unit themes that all classroom activities are planned around. Themes can last anywhere from a day to two weeks

Quiet Time

  • Quiet time is a part of the day’s schedule. It is approximately from 12:00 to 2:00 p.m. daily. The center must remain quiet during this time
  • Infants sleep in cribs with no blankets, no toys, and no bottles. All infants sleep on their back. So please dress your infant in warm clothing so they can sleep comfortable. All infants are assigned their own bed and sheets. All personal items are labeled inside their cubby. Bottles will be labeled with first and last name with date
  • Toddlers and above: all are assigned their own mat with their own sheet and blanket. The center provides all of this so please do not bring them from home since we will not be responsible for lost items

Parent Agreement 

Below you will find a copy of the agreement each parent must read and sign before and update yearly while child is in the care of Over the Rainbow Child Development Center. These are policies that the center adheres to strictly and if a change is necessary then you will be notified in writing.

  • Pay advance tuition for the program in which your child(ren) are enrolled. The tuition is due each Monday for the week with no deduction for absences. If the tuition is not paid on Wednesday we cannot accept your child until payment is received
  • If paying co-payment for DHS or tribal, I agree to pay on the first working day of the month. After the 5th I know that a $5 a day late charge will be assessed and after the 10th of the month, my child can no longer attend until co-pay and late charges are paid in full
  • I agree to pay all fees that I receive due to being late for pick up or having a returned check.

  • In case of injury or illness, the parent/guardian authorizes Over the Rainbow to transport and obtain immediate medical care if an emergency occurs and parent / guardian cannot be contacted immediately. If there is an objection to seeking emergency medical care the parent / guardian must give Over the Rainbow a written statement that states their objection and what they would like to do in case of an emergency. I hereby understand and agree that any expenses incurred are the responsibility of the parent / guardian
  • I agree to keep my child’s information updated. Shot records need to be updated every time my child receives shots. I will update phone numbers and addresses anytime my information changes
  • Over the Rainbow has the right to immediately disenroll any child for reasons we deem necessary, (i.e. non-cooperation of the parent, maladjustment of the child, failure to update important paperwork, or danger to other children, etc.)
